Amino Communications has developed a Java environment aimed at the embedded systems market - set-top boxes, PDAs, gateways, seat-back entertainment and telematics devices.
Other services, such as video on demand will be offered in the future.
The value of the contract is undisclosed.
The low-cost AmiNET103 is the industry's smallest STB measuring only 75 x 75 x 9mm and incorporating an RJ45 Ethernet socket for its input from the subscriber's ADSL modem.
It plugs into the TV set via stereo audio and composite video connectors.
An IR remote control and on-screen menus give the user access to SiOL's extensive offering of 100 satellite TV channels as well as web browsing and e-mail via a web browser interface.
Matevz Turk, SiOL's Acting Director, commented: "We looked at a number of STBs suitable for our new IPTV service, and the AmiNET103 was the clear winner.
It scored very highly in terms of price, ultrasmall size and its advanced embedded browser which we can customise to meet the needs of different subscriber groups".
Internet Protocol-based TV is developing rapidly as it enables TV channels as well as video-on-demand (VoD) and interactive services to be delivered over broadband telephone networks.
Subscribers can watch digital-quality TV programmes and have access to a wider selection of movies than currently available, while benefiting from full interactivity.
The AmiNET103 offers significant cost benefits for online service providers and telecomms companies as it enables a reduction in the capital expenditure requirements of network installations.
Bob Giddy, CEO of Amino, commented: "We are delighted by our first major Eastern European contract.
It demonstrates that Internet TV is not only taking off rapidly in the USA and Far East, but also closer to home".
