Federman will become chairman emeritus, a position that will enable him to continue contributing to the company's leadership, without the more significant demands on his time.
"Tom's dedication to QuickLogic as well as his strategic thinking and leadership skills made him a natural choice to lead our board", said Federman, who also is the former CEO of Monolithic Memories.
Said Hart, "I am honoured by the board's vote of confidence.
I'm also pleased that Irwin will remain involved so that I will continue to have direct access to the advice and counsel of a man who has contributed so much to our company and the industry as a whole".
Hart has served as president and CEO of QuickLogic since 1994 and has more than 35 years of leadership experience in the semiconductor industry.
Prior to joining QuickLogic, he was vice president and general manager of the Advanced Networks Division at National Semiconductor.
Hart has also held senior level management positions in engineering, operations, sales and marketing at several other semiconductor companies, including Motorola and Silicon General.
He was a consultant with Hart Weston International, a technology-based consulting firm.
Hart holds a BSEE from the University of Washington.
